Is there any way we could get a subforum of WA Archive with something along the lines of "WA Voting Archives"? I'm looking to clean up the GA/SC subforums and don't wish to clog up the main WA Archive (which I personally feel should be used for non-voting WA-related threads).

Is there a setting on phpBB that resizes large images so they can fit in posts? If so, could this be turned on?

Done. You're also a group leader of 'Outreach Staff' now, so you can add/remove people on your own from now on (same way as you did with TRT Staff).
