Excuse the lack of flags for the annexes, I just copy and pasted the body. This is a pretty simple amendment imo, I noticed there’s a new?? (to me) “Embassy Collector” tag and of course there’s the “Recruiter Friendly” one that’s existed. I’d support amending this act to include both as forbidden tags but I’m not sure how everyone feels about that so I’ve left out the second one from this. Here’s the act as it currently stands:
1. This Act defines the responsibilities of the WA Delegate in their use of the Regional Controls of the in-game region of The Rejected Realms.

2. The official flag must be maintained by the Delegate as the flag of the Rejected Realms region.
The official flag of the Rejected Realms is the flag in Annex I of this Act.
The flag must be used in all official occasions requiring its use.
The Delegate may temporarily change the regional flag for cultural purposes, provided the flag does not represent another NS region or organization.
3. The Delegate must maintain the Rejected Realms' regional tags in accordance with this Act.
The following regional tags must not be added to the Rejected Realms: "Imperialist", "Totalitarian", "Fascist", "Monarchist", "Independent", "Invader", "Mercenary", "Patriarchal", "Jump Point" or "Puppet Storage".
The following regional tags must not be removed from the Rejected Realms: "Democratic", "Regional Government", "Defender", "Offsite Forums", and "Offsite Chat".
4. The Delegate is responsible for maintaining a World Factbook Entry that promotes The Rejected Realms and in particular items and ongoing events of interest to residents.
The World Factbook Entry must include a prominent link to the forums of The Rejected Realms as recognised by the Constitution, and to the official Discord server of the Rejected Realms with the server ID 214955471071608833.
The World Factbook Entry must not promote a region, organisation, or any other entity that The Rejected Realms is not allied with or a member of.
5. All residents and visitors are free to use the Regional Message Board as a common site of conversation, without malfeasance or harassment.
The Delegate may suppress content on the Regional Message Board only insofar as this suppression helps maintain a safe and open public space for other residents; this includes, but is not limited to:
Any posts which breach the site's rules.
Advertisements.
Messages inciting an unlawful seizure of the delegacy.
The Delegate may extend posting privileges to nations in regions with which The Rejected Realms has an embassy.
The Delegate is encouraged to publish a policy that stipulates the general circumstances in which posts may be suppressed.
6. Regional officers, in exercising their powers, are subject to the same limitations set out in law as the Delegate.
The Delegate must not appoint as a regional officer a person whose citizenship application was rejected or whose citizenship was revoked for any reason other than not having a nation in the region and has not since gained citizenship.
The Assembly retains its Constitutional power to direct the Delegate to dismiss a regional officer, and not to appoint a person as regional officer.
The Delegate must endeavour to ensure that, in exercising their powers, regional officers abide by NationStates rules and regional law and act in a way that represents the region well.

I don't think this amendment is necessary, imo being an Embassy Collector or being Recruiter Friendly are policy decisions for the executive.

The "Recruiter Friendly" tag is just meant to indicate that adspam (RMB recruitment) isn't rulebreaking in UCRs. We would be 'recruiter friendly' regardless under that definition, like all GCRs!!

I’ll remove “recruiter friendly” and stick with the original proposed amendment of having “embassy collector” be a forbidden tag.

Can we add a comma after Jump Point and close the quotes for Embassy Collector pls? Happy the second it without including Recruiter Friendly in the list once it has proper grammar :P

I'm in favour of the amendment in principle because I believe Embassy Collector's exclusion would be in the same spirit as the Puppet Storage tag's exclusion.

If something drastically changes and inspires us to add one of those tags, we can always vote for another amendment.

Fratt does make a good point, but I think the "recruiter friendly" tag would also imply that we are more tolerant to RMB recruitment and don't have
RMB rule that forbids it.

I also think that I don't want to withdraw my support because you removed one tag. I still support it :P

This is an interesting point re 'Embassy Collector'.

The other forbidden tags represent things that, even if we are not constitutionally prohibited from being (such as 'monarchist', and they are the clearest cases), clearly contradict our regional values. As I have said in the past:
I also agree with Twertis that the prohibited tags should only be those that fundamentally contradict TRR's identity and values, such that no Delegate could reasonably impose them.
The Assembly has left the development of our embassy policy to the Executive. In theory, the Delegate could begin collecting embassies. However, it may still be that acting as an 'embassy collector' is so contrary to our regional identity that it makes sense to prohibit the tag. I imagine that the Assembly may seek to step in if the Delegate does begin to collect embassies, and prohibiting the tag is a good signal of the Assembly's views on this point.

I could see one future, at least within the realm of possibilities, where our embassy policy is more lax and we accept embassy requests from everyone. It wouldn't be so contrary to our region's identity to be ruled out. Wouldn't we become embassy collectors then, especially if we want to attention to the policy?
