The Assembly: Voting on 'Vice-Delegate Constitutional Amednment' (Manson's Proposal) The Grim Reaper has introduced the following proposal to amend the Constitution of the Rejected Realms.
In accordance with Article 3 (B) of the Constitution, "the Assembly is responsible for voting on" this proposal to amend the Constitution. Due to its nature as a constitutional amendment, in accordance with Article 3 (C), the vote will last for one week (seven days.) In accordance with (D) of the same article, this amendment proposal requires a 75% super-majority in order to pass.
Citizens are to vote 'Aye' if the wish these amendments to be made to the Constitution of the Rejected Realms, 'Nay' if they do not, or Citizens may provide an abstention by voting 'Abstain.'
The vote will end on Thursday, December 13th, 2018 at 9:25 PM EST.
Proposal by The Grim Reaper wrote: 1. In Article 6, Clause A, delete "who must be citizens of The Rejected Realms".
2. Insert the following new Article in the appropriate place:
Article 6 - The Vice-Delegate
A: The Vice-Delegate is tasked with maintaining a high endorsement level for regional security purposes.
B: The Citizenship Council may unanimously appoint a Vice-Delegate in case of a vacancy in the office. The appointment is subject to a confirmation vote in the Assembly, which requires a two-thirds majority vote.
C: Any citizen may initiate a petition calling for the removal of a Vice-Delegate. Once the petition is signed by five citizens, a vote must be held in the Assembly to remove the Vice-Delegate. Removal requires a simple majority vote.
D: The Delegate must not encourage the endorsement of any nation other than themselves and the Vice-Delegate.
3. At the end of Article 3, add:
E: The holders of offices mentioned in this Constitution (including the Delegate, Vice-Delegate, Officers, and Citizenship Councillors) must be citizens.
4. Number all articles and clauses accordingly and correct cross-references.
