1. The Assembly must elect one of its citizens to serve as Speaker of the Assembly ('the Speaker').
2. The election of the Speaker is to follow the same procedure as Officer elections. An election must be initiated on 1 January, 1 April, 1 July, and 1 October, as if a challenge had been made.
3. The Delegate cannot be elected Speaker. If an Officer is elected Speaker, they are taken to resign as Officer. If the Speaker is elected Delegate or Officer, they are taken to resign as Speaker.
4. The Speaker is responsible for:5. The Speaker may revise statutes passed by the Assembly to correct typographical or clerical errors or make other non-substantive changes where expedient. A revision to a statute made pursuant to this section must not be taken to change the interpretation of the statute as passed by the Assembly.
- Organising debate in the Assembly;
- Bringing matters before the Assembly to vote; and
- General upkeep and housekeeping of the Assembly.
6. Should both the Speaker and Deputy Speaker be absent for longer than three days without prior notification and/or their offices become vacant, their responsibilities shall be transferred to the forum-Administrators or their designee.
7. The Speaker may appoint a citizen as Deputy Speaker to fulfill the tasks of the Speaker in case the Speaker is absent and unable to fulfill their duties, including when the Speaker is absent with prior notification. If the Speaker has not logged on to the forums for longer than three days without prior notification then the Deputy Speaker shall become acting Speaker, assuming the duties of the Speaker in full, until a new Speaker is elected or the Speaker returns.
8. The Assembly may, by a simple majority vote, remove the Deputy Speaker.
9. Should either the Speaker or Deputy Speaker cease to be citizens, their office shall become vacant.
10. The Speaker is responsible for appointing the Assembly-selected Councillor of the Citizenship Council.
