1. This Act shall be cited as the Charter of Civil Rights and Responsibilities.

2. All nations in The Rejected Realms shall be afforded the following rights and freedoms:

1. The freedom of speech, including the freedom of expression and the press.
2. The freedom of thought, including the freedom of belief, opinion, and conscience.
3. The freedom of association, including the freedom of peaceful assembly.
4. The right to equality and the freedom from the denial of participation based on arbitrary or discriminative criteria.
5. The right to self-govern the affairs of one's own nation.
6. The right of free entry, exit and return to The Rejected Realms.
7. The right to the rule of law.
8. The right to amnesty for past crimes and offenses committed abroad, subject to international law and the discretion of the citizenship council.
9. The right to a just, fair, and timely processing of citizenship.
10. The right of rejecthood.

3. No supreme authority shall exist over the interpretation of this document.

4. The government is expected to respect and observe these rights and freedoms with great care and fidelity to the law.
