Possible Constitutional Amendment
OK, this FRA debate/vote has shown that we have an issue when we have to suspend citizenship applications - it prevents people from getting involved. However, whenever we have delegate elections, we have to suspend the processing of applications.
What do people think about changing that so that we can continue to approve/reject them, but that those admitted after a delegate election starts cannot vote within that election?

I'm wondering whether an influx of nations being able to see the discussion (but not vote) might still be a concern.

True. I guess if we get a Speaker appointed, we might have a few more discussions in public. I'm just reluctant to post threads in the public area at the moment, as we don't really have any set standards for where they should go.

I'm not too worried about an influx of nations before election time, as long as they aren't eligible to vote. My main concern is vote stacking. The only other potential danger I can think of would be from espionage, but restrictions on the timing of accepting applications won't do much to protect us from that!

to:B: Elections begin once a challenge is submitted. If the elections are for the position of Delegate, no new citizenship applications will be processed until elections are completed.

Maybe instead of "after" put "during" or something close to it? "After" sounds like they can never be allowed to vote...

If you read that bit as a whole, it means after a challenge is submitted, and there's "until elections are completed" at the end to make clear it's not an indefinite disqualification from voting

Sedge is right, and I have no issues with this. I'm all for opening ourselves up to a little debate and whatnot, just no voting if you're not a citizen before the vote starts.
