Small Constitutional Amendment - citizenship/RRA

Article 2: Citizenship - removing the bit in red.

A: Citizenship may be granted to any person who has both a nation within The Rejected Realms ~~(or in service to the RRA elsewhere)~~ and an account on TRR's forums.

It's been pointed out that if the RRA is separate to the Constitution/Government/Assembly, it doesn't make sense to give members special rights with regards to citizenship.

Also, in practical terms, most defending is done with puppets (and leaving a puppet here plus logging in every 60 days is hardly tricky).

Probably, but it makes people feel better, and it's the right thing to do.
