B: The Delegate may use the Regional Controls and act on World Assembly proposals and resolutions as they see fit, subject to regional law.

I count 17 votes for, 1 against, and 1 abstention. Thought Transference managed to vote twice (both for); his second vote was not included in the total.

The amendment has therefore passed, and the Constitution updated accordingly.
