Add the following clause to Article 5:
Amend Article 6, Clause B from:C: All Officer positions shall be vacated on the first day of April, August and December. Notwithstanding any provision to the contrary in Article 7, elections for the vacated positions shall start immediately upon the vacation of the positions, as if a challenge had been made.
To:B: One Councillor shall be appointed by the Delegate and one by the most senior Officer. The manner of selection of the third Councillor shall be prescribed by the Assembly. Each appointment shall be subject to a confirmation in the Assembly, which requires a majority vote.

Amend Article 7, Clause D from:F: In the case there is more than one Officer position vacant, and at the end of the challenge period for any vacancy the number of candidates for all vacant positions exceeds the number of vacancies, one election shall be held for all vacant positions. As many candidates shall be elected as there are vacancies. Each citizen shall be eligible to cast as many votes as there are vacancies.
To:D: After the campaigning period is completed, the Assembly will vote to elect the Delegate or Officer as set out in Article 3, except that in the case of Officer elections, where the vote shall last four days. Candidates may campaign during voting.
