to:One Councillor shall be appointed by the Delegate and one by the Officer with the longest continuous tenure as citizen. The manner of selection of the third Councillor shall be prescribed by the Assembly. Each appointment shall be subject to a confirmation in the Assembly, which requires a majority vote.
Voting lasts for 7 days, and only citizens may vote.
